Information and Broadcasting Ministry has constituted a three-member panel, headed by former Chief Election Commissioner (CEC) BB Tandon,
to see that guidelines set for government advertisements by the Supreme
Court are followed. Senior TV journalist Rajat Sharma and ad-man Piyush Pandey will be the other members of the committee.
Supreme Court in its order had issued Guidelines
on Regulating Government Advertisements based on recommendations of
Prof NR Madhava Menon Committee. In its order, SC had barred publication
of photos of leaders in government advertisements except those of the President, Prime Minister and the Chief Justice of India.
The Supreme Court had reserved its verdict on the review pleas in which it was submitted that besides Prime Minister, pictures of central ministers, chief ministers and others state ministers be allowed to be carried in public advertisements.

Kyrgyz Prime Minister Temir Sariyev resigned after a parliamentary commission accused his cabinet of corruption, a move highlighting tensions between different factions of President Almazbek Atambayev's supporters.
A commission set up by the ex-Soviet republic's parliament said last week the government had broken the law, accusing it of having rigged a $100 million road construction tender to ensure it was given to a Chinese firm that lacked the required license. Sariyev, who has denied any wrongdoing, had asked Atambayev to sack Transport Minister Argynbek Malabayev, but Atambayev has refused to do so. Extra info:

Danny Willett has won the US Masters Golf Championship for the year 2016 at Augusta National Golf Club in Augusta, Georgia. With this he has became the first Briton to win the US Masters since Nick Faldo in 1996. He grabbed the title after defeating defending champion Jordan Spieth.
This was the 80th edition of the Masters Tournament.
It was scheduled for the first full week of April, and it is the first
of the majors to be played each year. It is held each year at the same
location in a private golf club in the city of Augusta, Georgia, USA.
The
Masters Tournament, also known as The Masters or The US Masters, is one
of the four major championships in professional golf. The Masters was
started by Clifford Roberts and Bobby Jones.
The 28 year old Willett turned professional in May 2008 and finished the 2010 season ranked 23rd on the Order of Merit. He won for the first time on the European Tour in June 2012 at the BMW International Open in Cologne.

The ministry for skill development and entrepreneurship (MSDE) has named Cricket Icon Sachin Tendulkar as brand ambassador of the 'Skill India' campaign. The master blaster said that the campaign was meant for the talents of young generation and it is an opportunity for the nation to make full use of its young population.
‘Skill India’ campaign was launched by Prime Minister Narendra Modi
to help train over 40 crore people in India in different skills. World
Youth Skills Day and the launch of SKILL INDIA were celebrated
nation-wide. State Governments organized events to emphasize the importance of skill development for the youth in their states,
mobilizing candidates, launching fresh training programs and
felicitating successful trainees. ITIs across the country also
participated in the event through a live feed of the event.
National Skill Development Corporation(NSDC): NSDC provides funding to build scalable, for-profit vocational training initiatives. Its mandate is also to enable support systems such as quality assurance, information systems and train the trainer academies either directly or through partnerships. NSDC acts as a catalyst in skill development by providing funding to enterprises, companies and organisations that provide skill training. It will also develop appropriate models to enhance, support and coordinate private sector initiatives. The differentiated focus for the 21 sectors under NSDC’s purview and its understanding of their viability will make every sector attractive to private investment.

The Centre has recommended 1,304 crore rupees for drought relief to Uttar Pradesh under National Disaster Relief Fund (NDRF). The decision has been taken by a high-level committee headed by Union Home Minister Rajnath Singh in New Delhi.
The
meeting was part of Prime Minister's directive to hold high level
review of drought situation in Bundelkhand, Vidharbha and Marathwada.
The first review meeting was about Bundelkhand. During the meeting,
Chief Secretary of Uttar Pradesh made a presentation and informed that a
comprehensive contingent plan to address the drinking water situation
in Bundelkhand region especially in Mahoba, Chitrakoot and Banda districts is ready. He also assured that drinking water will be made available in the region.
According to source the State would disburse the relief amount directly into the bank accounts of farmers within a week.
It was decided that the U.P. government will forward a memorandum for
Rabi 2016 soon and the Ministry will examine the possibility, if an
exemption can be given under SDRF on 25 per cent limit and continuation
of distribution of food component beyond 90 days.
Centre
approved a provision of extending man-days from 100 to 150 under
Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS) in
the Bundelkhand for financial year 2016-17. It was decided that to
provide alternate source of income, National Rural Livelihood Mission
would be strengthened and intensified and coverage would be extended to
all the blocks.
The
government decided that water tanks, building of dug wells, farm ponds
would be taken up on priority under various projects and schemes for
Bundelkhand. It was also agreed that minimum support price (MSP) for sesame for 2016-17, be announced promptly. A bonus of Rs. 20 for Bundelkhand region over and above the MSP shall also be considered.
As
per source, the State government was asked to ensure maximum coverage
of farmers in the recently- launched Pradhan Mantri Fasal Bima Yojana
(PMFBY) and it was agreed that in a campaign mode the State government
would hold district-wise camps to ensure that both loaner and
non-loaner farmers are covered.

As the government's rural broadband project is facing long delays, telecom PSU BSNL is testing an alternative WiFi-based network to connect about 1 lakh village panchayats in a year with high-speed Internet.
The State Run Company in connection with Vihaan Networks has started testing the sustainability of WiFi
network in three villages – Karenda, Phalsa and Bahadri – in Alwar
district of Rajasthan. Under the project, a wireless network over 6 kilometres has been set up connecting WiFi towers in three villages -- Karenda, Phalsa and Bahadri with BSNL's exchange in Bhiwadi. About 500 test connections have been provided to various users, including schools.
The project was to be completed by 2013 but has missed several deadlines. The NDA government, which came in power in May 2014, had planned to connect 50,000 GPs by March 2015, another 1 lakh by March 2016 and rest of the one lakh by December 2016.

Pakistan Navy has successfully test-fired shore-based anti-ship missile 'Zarb', bolstering its defence mechanism. The missile was launched from a coastal site and successfully hit the surface target in the Arabian Sea.
As per the Naval chief Admiral Muhammad Zakaullah the launch of new missile system was part of Pakistan Navy's continuous effort to enhance its capabilities. The missile was launched from coastal site and successfully hit the surface target in the Arabian Sea, the statement added. Chief of Naval Staff Admiral Zakaullah praised professional expertise of Pakistan Navy and expressed satisfaction at combat readiness of the naval forces. He said that successful test firing of Zarb missile demonstrates the Navy’s combat capabilities.

An
investigative journalist from Azerbaijan, Khadija Ismayilova has been
chosen to receive the 2016 UNESCO/Guillermo Cano World Press Freedom
Prize. The Prize will be awarded during the celebration of World Press Freedom Day 3 May 2016 hosted by Finland.
An
independent international jury of media professionals recommended Ms
Ismayilova in recognition of her outstanding contribution to press
freedom in difficult circumstances.
Ms
Ismayilova, a freelance journalist and contributor to the Azerbaijani
service of Radio Free Europe, was detained in December 2014. Than in
September 2015, she was sentenced to seven and a half years’
imprisonment on charges relating to abuse of power and tax evasion.
The
prize named in honour of Guillermo Cano Isaza, an assassinated
Colombian journalist and created by UNESCO’s Executive Board in 1997,
the annual UNESCO/Guillermo Cano World Press Freedom Prize honours a
person, organization or institution that has made an outstanding
contribution to the defence and or promotion of press freedom anywhere
in the world, and especially when this has been achieved in the face of
danger. It is funded by the Cano Foundation (Colombia) and the Helsingin Sanomat Foundation (Finland). The award prize is $25,000.

India has offered to invest upto $20 billion in Iran announced by Dharmendra Pradhan Minister of Petroleum and Natural Gas during his two day visit to Iran. This was the first visit by an Indian minister since the US and other western powers lifted sanctions against Iran in January.
India was also keen to set up a gas cracker unit and a liquefied petroleum gas extraction unit in Chabahar and ways of transporting gas to India from Iran including through a planned Iran-Pakistan-India pipeline were discussed. The two sides also discussed the award of rights to Indian firms to develop Farzad-B gas fields and the pending payments by Indian refiners towards Iran’s oil purchases.

Dadasaheb
Phalke Film Foundation has announced that Priyanka Chopra to be
conferred with Dadasaheb Phalke Film Foundation Award 2016 in best
actress of the year category.
This would be Priyanka's second award from the Foundation after she
received her first award for 'Most Memorable Performance' for 2011 film
Saath Khoon Maaf.
The Dadasaheb Film Foundation will honour the actress with the Best Actress of the Year award on the occasion of 147th Dadasaheb Phalke Jayanti in Mumbai on April 24 2016. The 33 year old actress bagged the award for her performance in the bollywood movie Bajirao Mastani.
Apart from this award, the actress has also been awarded with Padma Shri in 2016. She also became the first South Asian actor to win People's Choice Awards (Favourite actress) for her role as FBI agent in American TV show Quantico. She also went on to present the Oscars in 2016. For the year 2015, the 47th Dadasaheb Phalke Award was awarded to the veteran film actor and director Manoj Kumar. The Dadasaheb Phalke Award is India's highest award in cinema.
